Records and Access Management

Davis Technical College records are governed by federal and state laws, including the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. § 1232g, the Utah Government Records Access and Management Act (GRAMA), Utah Code § 63G-2, and other applicable state and federal laws. All data owned by the College is retained, disclosed, managed, and disposed of in accordance with these laws and applicable College policies.

Common Questions

What kinds of records can I request?
You can request access to any public records maintained by Davis Technical College, as allowed under GRAMA. This may include meeting minutes, contracts, correspondence, financial reports, and other documents not classified as private, protected, or controlled.

What records are not public?
Some records are classified by law as private, controlled, or protected, such as student education records (FERPA), personnel files, security-related documents, and proprietary business information. These may only be released to authorized individuals or entities, such as law enforcement or federal agencies, and typically require legal review before disclosure.

How long will it take to get a response?
We review all requests promptly and respond within the timelines required by GRAMA. Complex requests or those requiring legal review may take longer, but we will keep you informed of any delays.

Are there fees?
Reasonable fees may be charged for the actual cost of searching, retrieving, and providing copies of records. We will notify you if any fees apply before processing your request.

How to Submit a Request

All public records requests must be submitted in writing to:

Required Information for All Requests

Each request must include:

  • Requester’s first and last name
    • For email requests: typed name in the body of the message is sufficient.
    • For mailed or in-person requests, physical signature is required.
  • Mailing address
  • Daytime telephone number
  • Email address
  • Date of the request
  • A detailed description of the record(s) requested that:
    • Specifies the type of record (e.g., meeting minutes, contracts, correspondence, reports, policies)
    • Identifies the subject or topic of the record
    • If applicable, includes relevant names, titles, or roles of individuals involved
    • States the date range or specific time period the record covers
    • Notes the department, office, or program most likely to hold the record
    • Lists any other information that could assist in locating the record quickly and accurately

The more specific and complete your description, the faster we can process your request and the less likely we will need to contact you for clarification.

Additional Notes

  • Requests for nonpublic records must include sufficient proof of identity and legal authority to access such records. These requests will be reviewed in consultation with legal counsel before any disclosure.
  • Under GRAMA, the College is not required to create new records, compile data, or answer questions, but only to provide existing records that are not restricted from disclosure.
  • If your request is denied in whole or in part, you will receive a written notice explaining the reasons. You may appeal the decision to the College’s Chief Administrative Officer within 30 days, or to the State Records Ombudsman.
